DETAILS OF THE FELLOSHIP Jharkhand Media Fellowships IPRD,

--INVITE- IPRD (Information & Public Relations Department) Jharkhand, Ranchi invites applications for Jharkhand Media Fellowships 2011 from Journalists/Researchers working in Jharkhand both Print and Electronic medium. The fellowship would allow them to take time off from their routine beats to research/report/study/cover various development related issues which are not highlighted properly for a variety of reasons. The fellowships aim for the purpose of media sensitization to bring development concerns to the realm of public consciousness in order to facilitate a more informed development policy discourse. The fellows will have opportunities to pursue in-depth work on the issue selected by them.
THEME The topic chosen should be related to various Development related issues of Jharkhand including distinct culture, social welfare, tribal welfare, issues related to women and children, rural/urban development, industry, employment opportunities, sustainable development in Jharkhand etc. The Fellowship covers a diverse range of issues in the social development from environment, livelihoods, public health, women and child Welfare, social Welfare, gender issues, human trafficking, Panchayati Raj Institutions, trade and development, traditional local self development, Communication scenario, indigenous Tribal languages, Traditional medicine and its practice, Customary and Traditional laws and their impact on community forest management (CFM) and joint forest management (JFM), Watershed management, Women, livelihood and governance, Conservation as a livelihood, Agricultural from non-cash to cash crops, Livelihood strategies linked to biodiversity of Jharkhand etc. It may cover a wide range of issues of importance to the common people of Jharkhand, their battle for a better life and development related issues including community health, nutrition, education, social protection, livelihood security, local governance, peace and justice, gender equity, legal rights including right to food, right to information, right to education, consumer rights, forest rights etc. We welcome proposals that uncover and illustrate topical issues and contemporary debates in any of these fields. The final output must combine research and reportage with background, perspective, analysis, and when appropriate, views and information from experts.
DURATION • Three Months – (July to September 2011) OUTPUT The fellowship must result in any one of the following outputs: • For Print Journalists- A series of minimum five articles/special reports or news stories (preferably with photographic documentation) on the proposed subject, totaling minimum 4000 words. • For Electronic Journalists- One documentary film (maximum 30 minutes duration) or a series of shots (of broadcast quality, submitted in avi or mpeg formats) on the proposed subject, for upload in the Documentary section. If the documentary is in a regional language of Jharkhand it must be subtitled in Hindi or English. Appearance on any channel will also be appreciated. • For Radio Journalists- A series of minimum ten audio documentaries – each maximum 20 minutes in duration to be featured in the Audio section. If the documentaries are in a regional language of Jharkhand they must be subtitled in Hindi or English. Appearance on any channel will also be appreciated. • All outputs are required to reach I&PRD, Jharkhand by 30-09-2011. • All content researched and uploaded on www.jharkhand.gov.in be submitted for publication/dissemination elsewhere, provided due credit is given to I&PRD Govt. of Jharkhand as the supporting institution. • Films and audio stories produced as part of the fellowship must likewise carry the required credits to IPRD, Jharkhand.
GRANT • The fellowships carry a grant amount of Rs 50,000 (subject to TDS as applicable). 50% of this amount will be disbursed on selection, to fund travel and research expenses. • The balance will be released on successful completion of the project. • IPRD, Jharkhand reserves the right to ask for revisions in articles/ documentaries submitted if required. • Grants will be withdrawn if the fellow fails to complete and submit her/ his project on deadline or if the quality of the work submitted is not acceptable.
NUMBER OF FELLOWSHIPS- • Total 20 fellowships would be awarded under Jharkhand Media Fellowship 2011. • It may include 10 Fellowships for Print Journalists and 10 for Electronic. Out of 10 fellowships for Electronic Journalists, 3 may be awarded to Radio Journalists. • The total number of fellowships and the plan of allocation for Print/Electronic Journalists may increased or reduced as per the decision of the selection committee.
SELECTION PROCEDURE • Jharkhand Media Fellowship Committee will firstly shortlist the received application and will finally recommend and select the fellows. • The Parameters for assessing the candidates includes originality of ideas, group of issues covered, relevance of the issue covered range of issues covered and initiative.
APPLICATION PROCEDURE • Applications for the Fellowship can be submitted in English or Hindi and must be in prescribed application format, clearly stating the subject, perspective on this subject and expected output in terms of number of articles etc. • Clippings of Three articles (print journalist) must be sent along with the application. • One sample of broadcast/ telecast work on CD by applicants from the electronic media. If any of these are in regional languages, they must be accompanied by a summary of their contents in English/Hindi. • Television Journalists may submit all stories on one DVD. • Radio Journalists may submit all stories on one cassette tape or CD.
ENDORSEMENT/RECOMMENDATION • Working Journalists submitting applications must enclose a letter from their editor stating that they endorse the application and will allow the fellow time off for the research if selected as well as publish the work done by the candidate. • Freelance Journalists submitting applications must enclose a letter from any Editor/Bureau Chief stating that they recommend the candidate for the proposed subject and will publish the work done by the candidate. • Prescribed format for endorsement/recommendation is available with the application format.
CONDITIONS: • The verdict of the Information & Public Relations Department, Government of Jharkhand will be final. • All payments will be subject to TDS rules.
